Nexaris is a vast futuristic metropolis where Abilities are an ordinary part of everyday life. Towering skyscrapers, advanced technology and hero academies dominate the upper city, while the sprawling streets of Lower Nexaris lie beneath them, filled with older districts, underground markets, nightlife and a thriving criminal underworld.

The Main City
A sprawling futuristic metropolis where technology and Abilities are simply part of everyday life. Towering skyscrapers, glowing advertisements, elevated transport systems and endless streams of people make Nexaris a city that rarely seems to sleep.The city stretches across numerous districts, each with its own atmosphere and purpose. Wealthy residential areas sit alongside busy shopping districts, entertainment hubs, industrial sectors and sprawling urban neighbourhoods.

Hero Society
Heroes are an established part of life in Nexaris. Professional heroes respond to dangerous incidents, criminal activity, disasters and emergencies where their abilities can make a difference.Hero agencies operate throughout the city, while prestigious academies train the next generation of professionals.The most successful heroes can become celebrities, appearing on advertisements, television, rankings and sponsorships. Hero culture is deeply embedded in Nexaris, with many children growing up dreaming of becoming one themselves.
City Below
For all its bright lights and advanced technology, Nexaris has a much darker side.Crime, poverty and illegal activity are scattered throughout the city, becoming increasingly prominent the further you travel towards Lower Nexaris. Black markets, underground organisations and unlicensed Ability users operate beneath the city's polished surface, creating a world that exists almost entirely outside the image Nexaris presents to the public.Beautiful from above. Chaotic below.Millions call it home, from ordinary civilians and students to heroes, criminals, corporations and everyone in between. Whatever you're looking for, there's a good chance you'll find it somewhere in Nexaris.
Lower Nexaris
Beneath the polished streets of Nexaris lies Lower Nexaris, a sprawling maze of older districts, industrial zones and densely packed neighbourhoods. The further down you go, the less the city resembles the clean, futuristic image seen above.Neon signs light up narrow streets, old buildings have been rebuilt and stacked around newer structures, and markets spill into alleyways beneath elevated railways. Technology is everywhere, though much of it is repaired, modified or bought through less-than-legal channels.Lower Nexaris is home to millions of ordinary people. Families, workers, shops, restaurants, clubs and businesses all exist alongside the criminal world. Living there doesn't make someone a criminal, and plenty of people have no desire to leave.
The Underground
Lower Nexaris is also where much of the city's illegal activity thrives.• Rogues operating without proper registration or professional authorisation

Rouges
The term Rogue generally refers to someone who operates outside the law, particularly when their Ability is involved. They aren't all part of the same organisation, and there's no single Rogue hierarchy.Some are petty criminals.Some work as mercenaries, thieves or smugglers.Others are far more dangerous, using their Abilities for organised crime, violence or personal gain.Lower Nexaris simply gives them somewhere to operate where they're harder to find.
Black Market
Almost anything can be bought if you know where to look.Illegal technology, restricted equipment, forged documents and Ability-related gear circulate through hidden markets across the lower city. Some dealers operate openly within certain districts, while others rely on Fixers to connect buyers with the right people.For those who have the money, the black market can provide things the legal system never would.
Life Below
Despite its reputation, Lower Nexaris isn't completely lawless. Police still operate throughout the city, businesses still open every morning and people still go to work, school and home like anywhere else.The difference is that the law doesn't reach everywhere equally.Certain streets are controlled by gangs. Some businesses pay protection. Some crimes are dealt with quietly by local groups rather than reported to the authorities, and there are places where a police badge carries far less weight than it does above.It's dangerous, but it's also alive.Lower Nexaris has its own communities, traditions, nightlife and culture, built by people who have spent generations making a life beneath the city that looks down on them.
The Council
The Council is the central governing body of Nexaris, responsible for maintaining the city's laws, infrastructure and public services. It oversees everything from education and healthcare to transportation, public safety and the regulation of Abilities.The Council works alongside police forces, emergency services and licensed heroes to keep the city running and respond to threats. It also manages the registration and professional licensing of Abilities, ensuring that those who use them as part of their work are properly trained and authorised to do so.While the Council governs Nexaris as a whole, Lower Nexaris has historically received less attention and resources, leaving much of its local management to smaller authorities and community organisations.The Council is publicly presented as a necessary part of keeping a city as large and technologically advanced as Nexaris safe and functional. Whether its decisions always serve everyone equally, however, remains a subject of debate.

Abilities
Abilities are a natural part of life in Nexaris. Almost everyone is born with one, though they can vary wildly from person to person.Some Abilities are powerful enough to reshape a battlefield. Others are barely noticeable, useful only for small everyday tasks. Having an Ability doesn't automatically make someone a hero, criminal, or anything in between.
Everyday Use
For most people, an Ability is simply another part of who they are.Someone might use theirs to heat food, grow plants, move heavy objects or make their commute easier. Others may have abilities that are impractical, difficult to control or simply never use them at all.An Ability doesn't define your career, you do.
Types
Abilities come in countless forms, but they're generally grouped into broad categories for practical and professional purposes.• Physical: enhanced strength, speed, durability or senses
• Elemental: fire, ice, electricity, wind and similar abilities
• Mental: telepathy, perception, memory manipulation and other cognitive effects
• Transformation: changing the user's body or physical form
• Creation: producing objects, materials or substances
• Spatial: teleportation, portals and manipulation of space
• Anomalous: abilities that don't fit neatly into another categorySome Abilities can fall into multiple categories depending on how they're used.
Limitations
No Ability is completely without limits.Strength, stamina, concentration, range and control can all affect how effectively an Ability can be used. Pushing one too far can leave the user exhausted, injured or temporarily unable to use it.Training can improve control and efficiency, but power alone isn't everything. Knowing when and how to use an Ability can matter just as much as having a powerful one.
Licensing
Simply having an Ability does not require a licence.However, certain professions and forms of public Ability use require official licensing. Heroes, specialised police units and other professionals may need certification before they're legally allowed to use their Abilities as part of their work.Using an Ability privately or for harmless everyday tasks is completely normal.
Abilities & Technology
In Nexaris, technology has evolved alongside Abilities.Specialised equipment can help users control, enhance or safely work alongside their abilities, while hospitals and research facilities use advanced technology to treat Ability-related injuries.And where there's legal technology, there's usually an illegal version somewhere in Lower Nexaris.Black-market Ability equipment, illegal modifications and unlicensed support gear are just another part of the city's underground.
